The Odisha government announced graded unlock on Saturday. This would be in effect from August 1, 2021, to September 1, 2021. The goal of safeguarding public health while restoring regular economic activity is the main focus.

SRC Pradeep Jena said that the fresh guidelines will remain in force from August 1 to September 1, 2021. He said that out of the total 30 districts in Odisha, Covid-19 cases are almost negligible in 27 districts. However, the graph is high in districts including Puri, Khordha, and Cuttack. Despite this, the situation is not at all concerning, he said.

The administration has chosen to keep the night curfew in place. This night curfew will be in effect from 8 p.m. to 6 a.m. every day. The weekend shutdown will continue in effect in the towns of Bhubaneswar, Cuttack, and Puri.

 During the unlock period, all types of businesses and malls will be open from 6 a.m. to 8 p.m. every day. On weekdays Bhubaneswar, Cuttack, and Puri Towns are permitted to operate businesses and malls.

The following is a complete list of activities that are permitted and prohibited during the graded unlock period.

Allowed

• Sea beaches, parks 

• All Aahaar Kendras with on spot eating 

• All malls with a regulated number of customers 

• Restaurants, bars, and dhabas with 50 percent seating capacity 

• All Cinema halls, theatres, auditoriums, and assembly halls with 50 percent seating capacity only

• However, adults in Bhubaneswar, Cuttack, and Puri towns are required to produce final vaccination certificate for entry into these facilities 

• Street food vendors with on spot eating 

• Daily and weekly haats 

• Inter-State and Intra-State public transport by buses with seating capacity only. 

• Jatra, opera, open-air theatres with 50 percent seating capacity

• Ceiling of 25 participants in marriages

• 20 participants in thread ceremony, Bratopanayan, funerals & last rites

• Limit of 100 persons in all official meetings including Business to Business meetings 

• 30 persons allowed for official programmes like inaugurations, laying of foundation stones

• All physical training, capacity-building activities, and examinations by Government and Private agencies.

• All educational institutions including coaching centers 

• Indoor amusement centers, entertainment park/ amusement park/ theme park/ water park, Merry-go-round (Doli), Meena Bazaar, and related activities

• Museums, tourist places, zoos, and archaeological monuments 

• Government & Private swimming pools 

• Two wheeler with pillion rider and four-wheelers, auto-rickshaws, taxis, including cabs/ auto-rickshaws by aggregators like Ola, Uber, etc. are allowed with seating capacity only. 

Prohibition

• All Religious, political, cultural gatherings

• Exhibitions, trade fairs & melas 

• Shree Jagannath Temple Administration, Puri and Shree Lingaraj Temple Administration, Bhubaneswar along with other shrines may decide opening of temples under their management for public darshan in consultation with the concerned stakeholders. 

• No Prasad/ Bhoga shall be offered by the devotees.

All the temples were closed for devotees since the second wave arrived. But as of now as govt. has declared the August guidelines few temple administrations are considering to open temples for devotees. The update is yet to be announced.

On Saturday, 1,578 fresh Covid positive cases were reported in the past 24 hours, taking the cumulative State tally to 9,77,268 so far.
