Chief Minister Shivraj Singh Chouhan said several measures of good governance have been implemented in Madhya Pradesh to provide better benefits to the general public through the implementation of schemes. Madhya Pradesh is the first state to constitute the State Statistics Commission in the context of the use of statistical data in development plans.

In this sequence, now one CM Fellow will be associated in each district, who will also provide necessary support to the minister in charge of the district. Madhya Pradesh is leading in many fields.

Now the effort is to make Madhya Pradesh an ideal state. The citizens of the state will be benefited by the conclusions that are drawn from today’s brainstorming session. Team Madhya Pradesh will bring better results in future as well. The Madhya Pradesh government will also enter into an agreement with the Capacity Building Commission of the Government of India. In this, the focus will be on the training programme. Mission Karmayogi Yojana is a concrete step taken by the Government of India in the direction of increasing the efficiency of the officers of the Ministries and Departments. In this direction, Madhya Pradesh will work to increase the efficiency of human resources in the government sector by assessing them.

Chief Minister Chouhan, while addressing the closing session of “Chitan Shivir Amrit Kaal Mein Atmanirbhar Madhya Pradesh” in the presence of ministers, senior administrative and police officers in the hall of Samatva Bhavan, said that welfare programmess should be reviewed every month at the department level.

For this, a group of senior officers and a group of ministers should hold meetings and hold dialogues to strengthen the system.

Chief Minister Chouhan said that one researcher each will be associated with the ministers, so that updated information about the current status of the data and programs can be used.

Chief Minister Chouhan said that information about the implementation of the schemes will be obtained by giving responsibility to fifteen CM Janseva Mitras in each development block. Work of case study of schemes with very successful implementation will also be done. With this, the message of the best works of Madhya Pradesh will reach other states. Four permanent Groups of Ministers related to physical infrastructure, good governance, health, education and economy and employment will work continuously towards better results and increasing the pace of development works.

Chief Minister Chouhan said that after the science policy, the state’s youth policy is coming up on January 13, which will soon be followed by the Cooperatives policy.

PM Modi’s resolve will be fulfilled

Chief Minister Chouhan said that Prime Minister Modi is working on a resolution. Madhya Pradesh will become an example in terms of capacity development. Four groups were formed with the aim of Atmanirbhar Madhya Pradesh for Atmanirbhar Bharat.

After planning for the year 2023, the next target is to be fixed for the year 2047. Prime Minister Modi is striving for the resolution of a developed India in the year 2047 on completion of 100 years of India’s independence. He has considered development in five main sources, freedom from every kind of dependence, pride in heritage, unity and togetherness, besides the development of sense of duty among citizens as significant.

Chief Minister Chouhan said Madhya Pradesh will contribute maximum through Team Madhya Pradesh as per the resolution and vision of the Prime Minister.

Chief Minister Chouhan said the Prime Minister is working with the aim of providing benefits of the schemes to every citizen. In this connection, about 83 lakh beneficiaries were identified through the Mukhya Mantri Janseva Camps during the period from September 17 to October 31 in Madhya Pradesh, who can directly benefit from the schemes of the Central and State Government.

Rapid work has also been done to fulfill the goals of the CM Conclave in Madhya Pradesh. Prime Minister has taken India on the path of five trillion dollar economy.

Madhya Pradesh will work to contribute $550 billion in this. Madhya Pradesh has speeded up the work by preparing a roadmap.

Ministers deserve congratulations

Chief Minister Chouhan said that the ministers belonging to the four groups of ministers formed in Madhya Pradesh deserve congratulations. While being proud of the achievements made so far, we have to work fast in the coming one year. Principal Secretaries of departments, heads of departments should hold meetings and complete the targets for the next one year. Arrangements have been made to bring even better results towards the plans. Continuous communication and coordination by officers with ministers will strengthen this system.

CM Chouhan said that the way Madhya Pradesh’s identity has been made due to the success achieved in the fields of cleanliness and good governance, similarly other areas should also be included in our goals. As a person thinks, so he becomes and also gets better results. The aim of Mission Karmayogi is that we get better results through better utilization of the existing potential of the individual.

Emphasis should be on coordination

Chief Minister Chouhan said that coordination at every level is very important to implement the decisions of public representatives and to improve the implementation of schemes.

Giving example, CM Chouhan said that if a department writes a letter to another department and there is no follow-up, then the work of one or two days remains pending for many days. Mission Karmayogi Yojana will also serve the purpose of increasing the pace of works.

Day-long brainstorming, serious discussions took place between minister and the invited experts

Today, a serious discussion took place between the members of the State Council of Ministers and the experts from the Government of India at Samatva Bhawan. Chief Minister Chouhan addressed the meeting starting at 10 am through video conference from New Delhi.

This was followed by discussion sessions till 3 pm. Chief Minister Chouhan addressed the closing session after returning from New Delhi. Members of the Capacity Building Commission of the Government of India and senior officials of the State Atal Bihari Vajpayee Institute of Good Governance and Policy Analysis and State Planning Commission were present in the meeting.

Member of the Capacity Building Commission of the Government of India, Dr. R.K. Balasubramaniam said Prime Minister Modi has got many important activities started by constituting the commission. This includes approval of Mission Karmayogi Scheme, functional supervision of Central Training Institutes, necessary policy interventions in the field of human resource management and making recommendations regarding capacity building to the Government. Norm setting for general mid-career training programmes across all civil services and HR audit are also underway.

Hemang Jani, an expert in public policy, governance and innovation systems and Secretary of the Capacity Building Commission, said that Mission Karmayogi has been conceived to improve the implementation of Central and State Government schemes.

In the Amrit Kaal of independence, Madhya Pradesh has done commendable work of holding chintan shivir and meetings. The need of the hour is to make annual capacity building plans by assessing the human resources available in the government. Along with boosting the skills of the employees, the necessary change in their attitude is being contemplated by keeping them in the focus. By considering the role of the individual and the institution, it is possible to idealize the performance of the departments from the earlier situation. Necessary reforms in citizen services and preparation of annual capacity development plan like departmental budget is the need of the hour. There are more than 800 training institutes affiliated with the Government of India, similarly there are about 50-60 training institutes functioning at the state level. He hoped that the Atal Bihari Vajpayee Institute of Good Governance and Policy Analysis would cooperate fully in this work and play a role in bringing good results in Madhya Pradesh.

Vice Chairman of Atal Bihari Vajpayee Institute of Good Governance and Policy Analysis and ex-officio Vice Chairman of State Policy and Planning Commission Prof. Sachin Chaturvedi said that the Chintan Shivir and the meeting held today were important from many points of view. Important officials of the Capacity Building Commission of the Government of India have come for guidance. Scientist Vijay Kumar Saraswat, who is also a member of NITI Aayog, was present in today’s deliberations. Apart from this, the arrival of Ajay Kumar Sood, Principal Scientific Advisor to the Government of India, was useful for Madhya Pradesh.

Today there was a meaningful discussion with the ministers in the interest of Madhya Pradesh. Certainly, in the coming times, the guidance received from the experts will also be beneficial. It will help in implementing innovative suggestions regarding the roadmap of Atma Nirbhar Madhya Pradesh.

Chief Minister Chouhan welcomed the senior officials of the Government of India with a bouquet in the concluding session of the Chintan Shivir and the meeting. Chief Secretary Iqbal Singh Bains and Director General of Police Sudhir Kumar Saxena were present on the occasion.
