Continuously update all data in the Interoperable Criminal Justice System (ICJS) to make factual information readily available to facilitate speedy justice.

The Chairman of Computer and e-Courts Committee, Justice Rohit Arya gave the above instructions while presiding over the committee at Administrative Academy today.

He reviewed the progress of various projects of the High Court with all the stakeholders of the Computer and e-Court Committee. Committee member Justice Atul Sreedharan, Additional Chief Secretary Home Dr. Rajesh Rajoura and other officers were present in the review.

The e-Courts Committee Chairman Justice Arya said that it is necessary to prepare a roadmap for the availability and updation of electronic data for all the stakeholders.

He said that the responsibility of the investigating officers should be fixed for a thorough and accurate investigation of crimes.

The data access should be with the senior officers for direct monitoring of the data of the investigation conducted by them.

He said that there is a need to make maximum use of modern technology. Justice Arya directed to increase the number of forensic labs as well as increase the number of scientists in the lab and appoint trained skilled officers-staff.

Justice Arya asked all the stakeholders to regularly update the information related to their departments on the dashboard of ICJS.

He said that all the data of Court, Police, Jail, Prosecution and FSL would be available on the dashboard and the concerned departments would be able to get the information easily.

This will not only make the decisions easier, but also the resolution can be done quickly.

Justice Arya has also asked to consider making a common dashboard for providing easy and accessible justice to the information of all the departments for public welfare and promptness.

He directed the Principal Secretary Science and Technology to provide necessary assistance to the nodal agency NIC in this work.

He said that we have to do classification, so that the documents can be digitised. In future, this data can be used as needed.

District level e-Service Centres are doing good work

Justice Arya praised the e-Service Centres being operated in the districts.

He said that they are doing a good job. e-Service centres should be started at the earliest by preparing an action plan at the gram panchayat level.

With the launch of e-Service Centres, online facilities will be available to the public.

Resolve compoundable cases at tehsil level

Justice Arya said that such cognisable offences, which can be resolved at the tehsil level, take initiative to resolve them on the lines of “Samadhan Programme” being run in Gwalior-Chambal region.

He said that normally 8 percent cases come to the Supreme Court for resolution, 15 percent cases come to the High Court and the remaining cases can be resolved at the district level itself.

The public will also get relief from the speedy disposal of cases at the district and tehsil level and there will definitely be a reduction in crimes. He said that the efforts made by the field units of Revenue, Police, Forest, Public Prosecution and Electricity Department in Gwalior-Chambal Samadhan online programme are commendable.

The e-Court Committee member Sreedharan has also asked all the stakeholders to follow the instructions of the meeting on time.

ACS Home Dr. Rajoura informed that two forensic labs are being started in Rewa and Ratlam.

With this, there are now 7 labs in the state. He said that continuous infrastructural development is being promoted.

ACS Finance Manoj Govil, ADG PTRI G. Janardhan and other officials also gave information regarding the action taken so far as per the directions of the High Court.
