The monthly honorarium ‘Samman Nidhi’ given to senior and elderly journalists of Madhya Pradesh will be increased from Rs 10 thousand to Rs 20 thousand. On the death of a journalist who has received Samman Nidhi, his wife/husband will be given a lump sum amount of Rs 8 lakh.

The provision of financial assistance for common diseases for the treatment of journalists themselves or their dependents, will be increased from Rs 20 thousand to Rs 40 thousand and for serious diseases from Rs 50 thousand to Rs 1 lakh.

The condition regarding income tax has also been removed. The Cabinet under the chairmanship of Chief Minister Shivraj Singh Chouhan in Mantralaya today approved the implementation of the announcements made by the Chief Minister in this regard.

It may be noted that keeping in mind the overall welfare and interests of journalists and media representatives working in print media, electronic media, social and digital media, which act as the fourth pillar of democracy, Chief Minister Chouhan had made several announcements during the “Patrakar Samagam” on September 7, 2023.

The Cabinet approved the new scheme ‘Housing Loan and Education Loan Interest Subsidy Scheme 2023 for Accredited Journalists’ by revising the interest subsidy scheme on housing loan to accredited journalists in Madhya Pradesh, which was earlier implemented in Madhya Pradesh. In the new scheme, the maximum loan amount limit has been increased from Rs 25 lakh to Rs 30 lakh. Apart from this, it has also been decided that the state government will bear 5 percent interest subsidy for 5 years on the interest payable on the loan taken from the bank for the education of sons/daughters of journalists recognized under the scheme.

The Cabinet also decided that under the “Health and Accident Group Insurance Scheme for Madhya Pradesh Communication Representatives”, the premium amount will be taken from journalists this year also as per the weighted premium rate for the year 2022-23. The amount of premium increased by the insurance company will be paid by the state government. According to the new provision in this scheme, the state government will bear the entire insurance premium of journalists above 65 years of age and their spouses.

‘Kayakalp II Phase Scheme’ approved for three years

Cabinet approved the new capital scheme ‘Kayakalp II Phase (Master Plan Roads) Scheme’ for three years for master plan roads in the state with special central assistance (Urban Improvement Programme).

The scheme will be implemented with the special assistance amount received from the Central Government. A provision of Rs 1200 crore has been made for the year 2023-24. The plan includes construction of routes mentioned in the master plan, other major routes, ring roads and bypasses, upgradation of existing roads and development of ancillary infrastructure for these routes such as intersections, roads, furniture, utility shifting, public transport, street lighting, bridges and culverts. The implementation of the scheme will be done by urban body, development authority, smart city and MPUDC.

Implementation of Jal Jeevan Mission approved

The Cabinet approved the implementation of ‘Jal Jeevan Mission’ by the Public Health Engineering Department.

Madhya Pradesh IT, ITES and ESDM Investment Promotion Policy 2023 approved

In order to make investment in IT, ITES and ESDM sector in the country more attractive, the Cabinet has approved a new policy ‘Madhya Pradesh IT, ITES and ESDM Investment Promotion 2023’ replacing the Investment Policy 2016.

The Department of Science and Technology has been authorized to issue rules and guidelines for implementation and to make general amendments in the rules and guidelines, remove inconsistencies and explain the provisions. With the effectiveness of the new policy, investment possibilities in the state will expand and interested companies will be attracted to invest.

Approval of creation of two new tehsils Ponda and Katangi in Jabalpur

The Cabinet has approved the creation of new tehsil Ponda in Jabalpur district. In the new tehsil, a total of 43 Patwari Halkas from 43 to 85 Patwari Halkas of Revenue Inspector Division Ponda of Tehsil Majhauli will be included. After that, a total of 41 Patwari Halkas from Halka 1 to 24, 26 to 42 of Revenue Inspector Division Majhauli will remain in Tehsil Majhauli. A total of 17 posts have been sanctioned for the efficient functioning of the new tehsil Ponda which includes 1 of Tehsildar, 1 of Naib Tehsildar, 02 of Assistant Grade-2, 4 of Assistant Grade-3, 2 of Assistant Grade-3 (Pravachak), 1 of Jamadar/Daftari/Bastawardar, 1 of Driver and 5 of peon.

Along with this, approval has been given for creation of new tehsil Katangi in Jabalpur district. The new tehsil will include Patwari Halka 01 to 21 and 28 to 37 of Revenue Inspector Division Katangi of Tehsil Patan, a total of 31 Patwari Halka and 25 Patwari Halka of Tehsil Majhauli, totaling 32 Patwari Halka. After this, Patwari Halka 22 to 27 and 38 of Revenue Inspector Division Katangi in Tehsil Patan, and Patwari Halka 39 to 80 of Revenue Inspector Division Patan, thus a total of 49 Patwari Halka will remain and 84 Patwari Halka will remain in Tehsil Majhauli. A total of 17 posts have been approved for the efficient functioning of the new tehsil Katangi which includes 1 post of Tehsildar, 1 post of Naib Tehsildar, 2 posts of Assistant Grade-2, 4 posts of Assistant Grade-3, 2 posts of Assistant Grade-3 (Pravachak), 1 post of Jamadar, Daftari, Bastavardar, 1 post of Driver and 05 posts of peon.

Approval of creation of new Tehsil Devtalab in district Mauganj

The Cabinet has approved the creation of new tehsil Devtalab in district Mauganj. The new tehsil will include Patwari Halka 1 to 15 and 47 to 49 of Revenue Inspector Division Devtalab of Tehsil Mauganj: Patwari Halka 16 to 27, 29 and 56, 57 of Revenue Inspector Division Ratangwa; Patwari Halka 40, 42, 43 of Revenue Inspector Division Sitapur Tehsil Naigarhi will include Patwari Halka 21 to 28 and 54 to 58 of Revenue Inspector Division Khari. In the remaining Tehsil Naigarhi, Patwari Halka 1 to 14 and 43 to 53 of Tehsil Naigarhi Revenue Inspector Division Rampur, Patwari Halka 15 to 20 and 59 to 67 of Revenue Inspector Division Kharra: Patwari Halka 29 to 42 and 68 to 79 of Revenue Inspector Division Mauganj will be included and the remaining Tehsil Mauganj will include Patwari Halka 50 and 51 of Devtalab, Revenue Inspector Division of Tehsil Mauganj, Patwari Halka 28, 30 of Revenue Inspector Division Ratangwan, and Patwari Halka 52 to 55, 58 59, of Revenue Inspector Division Sitapur, Patwari Halka 31 to 39 and 41, 44 to 46 and 60 to 62; Revenue Inspector Division Mauganj will include Patwari halka 63 to 85. A total of 17 posts have been sanctioned for the efficient operation of the new tehsil Devtalab in district Mauganj. Approval of creation of new tehsil Pichor in district Gwalior

The Cabinet has approved the creation of new tehsil Pichor in Gwalior district. A total of 29 Patwari divisions of Tehsil Dabra will be included in the new tehsil. After the formation of new tehsil Pichor, the remaining 54 Patwari Halkas will be included in Dabra tehsil. A total of 20 posts have been sanctioned for the efficient operation of new tehsil Pichor which includes 1 post of Tehsildar, 2 posts of Naib Tehsildar, 2 posts of Assistant Grade-2, 4 posts of Assistant Grade-3, 3 posts of Assistant Grade-3 (Pravachak), 1 post of Jamadar, Daftari, Bastawardar, 1 post of driver and 6 posts of peon.

Approval of formation of new sub-division Porsa in Morena district

The Cabinet has approved the formation of a new sub-division Porsa in Morena district. All the Patwari divisions of Tehsil Porsa will be included in the new sub-division. Subsequently all the Patwari divisions of Tehsil Ambah will be included in Ambah sub-division. A total of 12 posts have been sanctioned for the efficient operation of the new sub-division Porsa. This includes 1 post of Sub-Divisional Officer (Revenue), 1 post of Steno Typist, 2 posts of Assistant Grade-2, 3 posts of Assistant Grade-3, 1 post of Driver and 4 posts of Peon.

Approval of more than Rs 97 crore for operating ‘Patron State Programme’ for promotion of women’s football

For the promotion of women’s football, the Cabinet has approved Rs 97 crore 3 lakh for running the ‘Patron State Programme’. An amount of Rs 52 crore 83 lakh has been approved under non-recurring expenditure in the next 03 years and Rs 44 crore 20 lakh under recurring expenditure of 5 years. For the implementation of the scheme, approval has been given to arrange for football coaches and management from the National Football Federation and to arrange for other support staff etc. on outsourced basis from a private agency.

Approval of Mukhyamantri Sambal Khiladi Protsahan Yojana

Mukhyamantri Sambal Khiladi Protsahan Yojana has been implemented by the Cabinet under the Labour Department. According to the scheme, Rs 50,000 will be provided to Sambal Parivar members for participating in sports competitions at the national level and Rs 25,000 will be provided for participating in sports competitions at the state level.

Allotment of land in village Sukhliya to Madhya Pradesh Housing and Infrastructure Development Board

Madhya Pradesh Housing and Infrastructure Development Board has been allotted land village Sukhaliya district Indore survey no. 604 area 1.98 acres, village Bhamoridubey Survey No 01 Area 3.65 acres, Village Kabitkhedi Survey No 143 Area 3.57 acres, a total of 9.20 acres of government Nazul land has been allotted by the Cabinet. Simple interest equal to 60 percent of the market value of the year 1985-86 will be imposed on the interest amount thus calculated at the rate of 12 percent per annum for the first one year and 15 percent per annum for the remaining period thereafter. Annual land rent up to 5 percent of the rent till March 31, 2020, thereafter at the rate of twice the prescribed rate of assessment under Madhya Pradesh Land Revenue Code (Determination and Reassessment of Land Revenue) Rules, 2018 till the date of payment government Nazul land has been allotted by imposing simple interest at the rate of 12 percent per annum for the first one year and thereafter at the rate of 15 percent per annum for the remaining period till the repayment date.

Post-facto approval of construction of Textile Park

The Cabinet has given post-facto approval to the proposal sent to the Government of India for the construction of a textile park in the state. Approval has been given for the establishment of PM Mitra Park in village Bhainsola, District Dhar, approved by the Government of India. Approval has been given to make available the 1563 acres of land identified for the park and the acquired/transferred land adjacent to the park for the development of the park and expansion of necessary ancillary activities, if necessary, to the SPV as per the terms and conditions of the Government of India. Ex post facto approval has been given to the MoU executed on 21 May 2023 between the Government of India and the State Government for the establishment of the park.

As per the conditions contained in the approval of PM Mitra Park Bhainsola Tehsil Badnawar District Dhar, approval has been given for the formation of SPV, in which the share of the Government of India will be 49 percent and the share of the State Government will be 51 percent. Approval has been given to provide the amount of state government’s share in SPV from the departmental budget.

Approval has been given for providing road, electricity and water facilities to the proposed park and to provide levelled, encroachment free land to the master developer through SPV and the estimated expenditure of Rs 163 crore to be incurred in the construction of the said facility will be borne by the state government under the departmental budget.

Electricity distribution license for PM Mitra Park has been approved by the Government of India. SPV has been given permission to purchase electricity from MPPMCL at Average Power Purchase Cost (APPC) for power supply in PM Mitra Park Bhainsola Tehsil Badnawar District Dhar. Approval has been given to provide facilities and assistance to the units to be established in the park as per the prevalent industrial promotion policy.

Approval of Rs 258 crore 83 lakh 59 thousand 356 for developing Rewa airstrip as an airport

By amending the decision taken by the Cabinet on December 13, 2022 regarding payment of compensation amount for the land acquired for developing Rewa airstrip as an airport, as per the proposal of Collector Rewa, it was decided to revise the compensation amount of Rs 206 crore 12 lakh 59 thousand 356 and issue administrative approval of Rs 258 crore 83 lakh 59 thousand 356 and allocate the entire amount from the head of Public Works Department.

Disposal of public assets

The Cabinet has approved the highest tender of H-1 bidder of the tender invited for disposal of property area 3350 square meters located at Revenue Department Ward No 60, Khasra No 59, Sirol Tiraha of District Gwalior at Rs 15 crore 77 lakh 94 thousand, which is 2.73 time the reserve price of Rs 5 crore. 78 lakh, and decided to sell it and after depositing 100% of the tender amount by the H-1 tenderer, the contract/registry proceedings would be done by the District Collector.

The Cabinet has approved the highest tender of H-1 bidder of the tender invited for the disposal of the property of total area of 9630 square meters situated in Ward No. 9 of Revenue Department of District Indore, Khasra No. 217/1/1, 217/2 and 218/1/2, Plot No. 5, Gadrakhedi Tehsil Malharganj at Rs 20 crore 3 lakh 75 thousand which is 3.38 times of the reserve price of Rs 5 crore 93 lakh, after depositing 100% of the tender amount by the H-1 bidder, the contract/registry proceedings would be done by the District Collector.

The Cabinet has approved the highest tender of H-1 bidder of the tender invited for disposal of land asset part of Khasra No. 44/1, 44/2 located at Ward No. 8 Munshi Ali Khan of Bhopal Gas Tragedy Relief and Rehabilitation Department in Bhopal total area 1010 square metre at Rs 2 crore 4 lakh 96 thousand which is 1.83 times of the reserve price of Rs 1 crore 12 lakh, after depositing 100% of the tender amount by the tenderer, it was decided that the contract/registry proceedings would be done by the District Collector.

The Cabinet has approved the highest tender of H-1 bidder of the tender invited for disposal of Part-2 land asset area of 9000 square meters located at Khasra No. 413/1 and 413/2 village Bhunyakhedi of Revenue Department of Mandsaur for 18 crore 89 lakh 72 thousand, which is 3.12 times the reserve price of 6 crore 5 lakh, and it was decided to sell it after depositing 100% of the tender amount by the H-1 bidder, the contract/registry proceedings would be done by the District Collector.

Other decisions

The Cabinet has approved the overtime pay scale for gazetted officers of Madhya Pradesh State Police Service.

It was decided by the Cabinet that the remuneration of village Kotwars of MP would be increased by 25%.

In compliance with the announcements made by the Chief Minister in the context of effective implementation of the National Education Policy 2020 and better educational environment in colleges, the Cabinet has approved the proposal regarding guest scholars working in the department.
