Chief Minister Shivraj Singh Chouhan chaired the meeting of the Cabinet at Mantralaya today. The Cabinet has decided to provide e-scooties to the students who have secured first position in all the government higher secondary schools of the state to encourage them under the new scheme. If more than one student has the highest marks then all of them will get the benefit of the scheme. The scooty will be provided in areas where it is not available. About 9 thousand students will be benefited from the scheme. A provision of Rs 135 crore has been made in the budget for the year 2023-24 for the implementation of the scheme. It may be mentioned that a provision has been made for the new scheme to facilitate students to reach schools and reduce dependence, to encourage them for higher educationa and to instill self-confidence in them. About 9 thousand students will be benefitted from the scheme. A provision of Rs 135 crore has been made in the budget for the year 2023-24 for the implementation of the scheme. It is worth mentioning that a provision has been made for a new scheme to increase convenience for students to reach schools and reduce dependence, to encourage them for higher education, to instill self-confidence.

Income limit for scholarship to Scheduled Caste and Scheduled Tribe students is now Rs 8 lakhs

As per the announcement of Chief Minister Chouhan, the Cabinet ratified the order issued by the Scheduled Castes Welfare Department on April 15, 2023 ‘increasing the income limit for scholarship to the students of Scheduled Castes and Scheduled Tribes from Rs 6 lakhs to Rs 8 lakhs and foreign study scholarship to the Scheduled Castes and Scheduled Tribes students of Humanities subjects as well. Along with this, approval was granted to increase the annual income limit of post matric scholarship for Scheduled Tribe students studying in non-government institutions to Rs.8 lakh. It is worth mentioning that the income limit has been abolished by the Tribal Affairs Department for Scheduled Tribe students studying in government and government-aided educational institutions. With the increase in the income limit, students belonging to Scheduled Castes and Scheduled Tribes will get wide opportunities to pursue education.

‘Cooperative Policy of Madhya Pradesh, 2023’ approved

The Council of Ministers has approved the ‘Cooperative Policy of Madhya Pradesh, 2023’ and has authorized the Cooperative Department to prepare and implement a time-bound action plan. This cooperative policy aims to pave the way towards making cooperatives a people’s movement in the state. Committees will be formed in new areas through co-operatives and employment opportunities will be created. Changes will also be made in the cooperative law of the state as per the requirement and action will be taken to remove the internal and structural deficiencies of the cooperatives. Along with this, information technology will be used on a large scale in the cooperatives. Agricultural credit, urban credit, cooperative marketing, cooperative housing, consumer cooperative, cooperative seed production and marketing, small forest produce cooperative societies, dairy cooperative, cooperative fisheries, etc. are major areas in cooperative policy.

Payment Security Guarantee and Format for Omkareshwar Floating Solar Project okayed

The Cabinet has agreed to the state government’s ‘Payment Security Guarantee and its Format for the 600 MW capacity Omkareshwar floating solar project. It may be noted that the 600 MW floating solar project is being constructed in two phases on the Omkareshwar reservoir of Narmada river. Omkareshwar Floating Solar Project will be one of the largest floating solar projects in the country and the world. The Omkareshwar project is one of the multipurpose projects of the country, where along with irrigation, hydropower generation, solar energy will also be produced and tourism will also be promoted.

Approval to amendment in ‘Mukhya Mantri Youth Internship for Professional Development Programme’

The Cabinet has approved the amendment in the ‘Mukhya Mantri Youth Internship for Professional Development Programme’ CMYIPDP programme in accordance with the announcement of Chief Minister Chouhan in the Atal Bihari Vajpayee Institute of Good Governance and Policy Analysis under the Department of Public Service Management. The honorarium of interns in the CMYIPDP programme will be increased from Rs 8,000 to Rs 10,000 per month. The appointment of interns will now be done at the block level as well as at the panchayat level.

Along with this, the Council of Ministers has decided to replace the amendment in paragraph VIII of the order issued on May 13, 2021, of Public Service Management regarding amendment in the provision for appointment to the post of Chief Executive Officer in Atal Bihari Vajpayee Institute of Good Governance and Policy Analysis, Bhopal.

Approval for construction of 11 higher secondary school buildings of Tribal Affairs Department

The Cabinet has granted approval of Rs 338 crore 83 lakh 6 thousand for the construction works of 11 higher secondary school buildings under the C.M. Rise scheme under the Tribal Affairs Department. It may be noted that in the first phase, 95 schools have been selected as CM Rise Schools in the Tribal Affairs Department. Out of this, construction work is to be done for total 11 schools in Dhar, Mandla, Jhabua, Betul, Alirajpur, Khargone and Ratlam districts.

Increase in honorarium of TRYSEM hand pump technician

The Cabinet has decided to pay an honorarium of Rs.100 per handpump per month instead of Rs.75 per handpump for a maximum of 120 handpumps to the TRYSEM handpump technician under Public Health Engineering Department.

Approval to water supply schemes worth nearly Rs 17 thousand crore

The Cabinet decided to give administrative approval to 2 revised group water supply schemes costing Rs 2,002 crore 62 lakh and 29 new group water supply schemes costing Rs 15,995 crore 98 lakh for implementation by Public Health Engineering Department through Madhya Pradesh Jal Nigam.

Other decisions

The Cabinet has approved to grant Rs 40 crore 19 lakh 96 thousand after revising Rs 35 crore 30 lakh, on the same conditions for the construction of a new airstrip with private public participation and other related constructions such as boundary wall, two helipads, one hangar, administrative building, staff quarters and shifting of power line instead of building/developing airport located at Singraulia in district Singrauli.

The Cabinet has given revised administrative approval for the construction of a high level bridge on Narmada river in Narmadapuram district on Obaidullaganj-Narmadapuram-Nagpur road costing Rs 129 crore 68 lakh.

The Cabinet ratified the order issued by the department on 30 March 2023 in connection with the instructions given by Chief Minister Chouhan regarding increasing the prize money given by the state government to the permanent residents of Madhya Pradesh, Shaurya Alankaran Series, War Service Medal Series and Special Service Category medal recipients.
