Urban Development and Housing Minister Bhupendra Singh has said that today in the cabinet meeting chaired by Chief Minister Shivraj Singh Chouhan, approval for the development of Automated Building Plan Approval System 3.0 (ABPS3.0) portal has been given with the aim of continuing the services and departmental works being provided through ABPAS 2.0 portal through digital medium. Its implementation and operation will be done according to new technology and equipment. With this decision, citizens will get prompt services. Besides, departmental works can be done with transparency and better management.

Minister Singh has said that the total time period of the new project will be 7 years, in which the time taken for the development of the portal is estimated to be 1 year. After completion of the development work, there will be 6 years for operation and maintenance. The ABPAS 3.0 project also includes the online implementation of processes related to colony development such as colonizer registration, providing colony development permission and colony completion certificate etc. Human resources will also be made available for technical support at all divisional levels and body levels. It is also proposed to take action for integration with various departments like Revenue, Town and Country Investment, Sampada 2.0, Airports Authority, National Monument Authority etc.

GIS technology can also be used timely in new project. The facility of pre-scrutiny will also be provided to the applicant in the new project. With this, the applicant will be able to check the building map at his own level. The estimated expenditure on operation of ABPAS 3.0 portal is Rs 51 crore 18 lakh.

It is noteworthy that at present online building permission is being issued in 406 urban bodies at the state level through ABPS 2.0 system.
